A. Prelude:
The
period 1980s
has witnessed a number
of successive crisis in
the Horn of Africa in
general and in the Sudan
in particular These
included natural and man
initiated disasters
which resulted in forced
Displacement and
refugees of many people
. the disasters drew the
attention of many local
and international
organizations, it become
clear that there was
severe shortage of
qualified personnel ,
who could deal
effectively with
disaster and mitigate
their negative impact..
B.
Birth:
Since that time , the
idea of building an
institution that could
provide training in
disaster mitigation ,
preparedness and
management was raised by
many concerned circles.
In October 1993 the
International University
of Africa in
collaboration with some
national NGOs
established the Disaster
Management and Refugees
Studies Institute. The
inauguration of the
Institute was in 1994
and attended by the .
Secretary General of
The Organization of
The African Unity, Mr.
Salim Ahmed Salim. The
Institute was
registered at the
beginning as an
independent NGO,
governed by a Board of
Directors and an
executive
monument, however the
Institute worked under
the academic supervision
of the University. The
Institute targets human
resource development,
reorientation of
official and NGOs
approaches to disaster
and the training of
cadres in communities to
respond to any disaster
in this vulnerable
region, the Horn of
Africa.
In December 1998, the
Board of Directors
adopted a resolution
which fully linked the
institute to t1
International University
of Africa (Khartoum) and
since then, the
institute was affiliated
to the University.
C. Objectives:
1. enhance
tools for preparedness ,
early warning ,
rehabilitation for
confronting permanent
problems in areas that
are exposed to natural
and man – initiated
disasters .
2. provide the
academic training and
raise the capability
levels of the worker in
the government and NGOs
organizations and others
.
3. foster and raise
the capabilities and
awareness among the
local communities to
combat disasters .
4. to encourage
local communities to
participate in planning
and execute national
planning to compact
disasters .
5. activate the
national NGOs working in
disaster combating
6. establish links
with the local ,
regional continental
and international
entities of similar
goals .

To identify and document
successful strategies,
techniques and base
line data .
2. Training:
Human resources
development
3. Workshops-
Seminars:
Brain storming ,mutual
exchange of ideas ,
plans strategies and
expertise of local ,
regional and
international
professionals.
4. Information:
Publication of reports ,
research ,studies,
newsletters, brochures.
5. Emergency:
Needs assessment
missions, planning
,project proposing and
consultancy for GOs &
NGOs.
6. Establishing :
Networks within the the
institute
Other
activities:
1. The Institute
prepare research in the
fields of its interest
, and also keeps
records of local
disaster mitigation,
conflict
resolution,…etc.
2. Consultancy:
The institute gained
reputation in the fields
of its Interests, it is
considered as a
consultancy entity in
the fields of disaster
management.
