Since the advent of the eighties it was apparent that a crisis was looming over the Horn of Africa, the Sudan got the brunt of it: war in the South since 1983, drought and desertification in the West and North, and refugees in the East during the eighties. In 1988 floods engulfed most of Northern Sudan. NGOs, the Government and the International Community responded actively and generously to avert the disaster, to mitigate the calamity and heal the wounds. However it was apparent that lack of inform ati on, coordination and trained personnel, added to the already weak infrastructure, aggravated the situation-
